# How to Set Up Google Ads Conversion Tracking Including Enhanced and Offline Conversions

If Google Ads can't see what made money, Smart Bidding can't bid to money. It bids to clicks and guesses.

That's why most accounts plateau. Bids shift, competitors move, and the humans managing it all work in weekly check-ins. By the time a report flags the tracking problem, the budget is already gone.

This is the 2026 setup that fixes it: a clean base tag, enhanced conversions for missed web conversions, and offline imports for pipeline and closed-won revenue. Do it once, do it right, and every bid, budget, and test after it gets smarter.

## Before you touch Google Ads

Decide what counts. Not every form fill is a conversion.

Pick 1-2 primary conversions tied to revenue — booked appointments, qualified pipeline, closed-won revenue, purchases, ROAS. Everything else — page views, unqualified leads, newsletter signups — stays secondary or observed. If you optimize to noise, you get noise.

You need admin access to Google Ads, your website or tag manager, your CRM for offline work, and a test lead to run through the funnel.

## Step 1: Map conversions to revenue

**Action:** List each conversion, where it happens, and what value it carries.

**Expected outcome:** You know exactly which actions will be primary for bidding and which stay secondary.

Example map:

- Demo request > sales-qualified > closed-won
- Service call booked
- Purchase with value

**Expected outcome:** Google Ads has clean buckets to receive data, with no duplicates.

Keep names literal: `Lead - Booked Call` not `Conversion 3`. Set only revenue actions to primary. Set everything diagnostic to secondary.

## Step 3: Install the Google tag

**Action:** Install the Google tag on every page of your site, directly or through tag manager. Then add the event snippet or tag-manager event on each confirmation — thank-you page load, call booking, purchase confirmation.

Pass value and currency with every purchase or qualified lead where you have it.

**Expected outcome:** Page views fire on every page, conversion events fire only once per real conversion.

Common failure: two tags firing, thank-you pages that reload, or events on button click instead of booked outcome. That drift is what breaks bidding. Fix the trigger, then move on.

## Step 4: Verify tracking is actually working

**Action:** Run a test conversion. Check Goals > Conversions for Tag status, then check in 24-48 hours for recorded conversions. Cross-check one test lead from click to CRM to Google Ads.

**Expected outcome:** Status shows recording, test conversion appears once, value passes correctly.

Do not turn on Smart Bidding until this is clean. Bidding on broken tracking just scales the breakage.

## Step 5: Google ads enhanced conversions setup 2026

**Action:** Turn on enhanced conversions for web in each primary web conversion. In Google Ads go to the conversion > Enhanced conversions > Turn on. Choose Google tag or Google Tag Manager, accept terms, then map hashed first-party data — email, phone, name, address on lead forms; email and transaction data on checkout.

**Expected outcome:** 10-20% more web conversions observed that the base tag missed due to browser limits, with hashed data matched to signed-in users.

Enhanced conversions uses hashed first-party data you already collect. Hash it on the browser, never send plain-text emails to Google. Test again after enabling and confirm the diagnostic shows receiving enhanced data.

## Step 6: Offline conversions Google Ads

**Action:** For leads that close offline, import them back into Google Ads. Capture the Google Click ID (GCLID) with every lead and store it in your CRM. Then import qualified and closed-won stages on a daily schedule.

In Google Ads: Goals > Conversions > New > Import > CRMs, Internet leads, or other data sources > track conversions from clicks. Create actions for `Qualified Lead` and `Closed-Won` with values. Upload via scheduled import or API, including GCLID, conversion name, time, and value.

**Expected outcome:** Google Ads stops optimizing to raw form fills and starts optimizing to pipeline and revenue.

This is the step that changes bidding. A home-services brand stuck on lead volume rebuilt around booked appointments instead of clicks and broke a three-quarter plateau. Same principle here: import what sales actually accepted and closed, not what marketing counted.

Upload at least weekly, daily is better. Keep the lookback under 90 days. Only import qualified stages — do not re-import junk to inflate counts.

## Step 7: Tie clean data to bidding and budgets

**Action:** Switch primary revenue conversions to your bid strategy — Target CPA for booked calls, Target ROAS or value-based bidding for purchases and closed-won. Set initial targets from last 30 days of clean data, not history from broken tracking. Give it 2-3 weeks without structural edits.

**Expected outcome:** Stable learning, then volume shifts toward higher-value searches.

Watch search terms, value per conversion, and cost per qualified outcome — not CTR or impression share. If value drops, check tracking first, bids second.
